Small horizontal lines appearing and flickering over the screen.

Hello, I need help with my monitor. Sometimes small white/black lines appear on the screen. Once they appear, they keep flickering all over the screen. My monitor is at least 5 years old, and it hasn't been used in a while, if that has anything to do with my problem. Once the lines stop flickering or before it happens, if I look really close to the monitor, I can see those same lines, although it seems like they are refreshing at the right color, so from a normal distance, it looks normal. I just wonder if somebody knows if it is a problem with my monitor or is it a hardware problem, and how and where I can fix that problem. Thanks.
 
could be a few areas.
firstly, can you plug that monitor into another PC and see if it repeats the issue?
can you get your hands on another monitor (neighbour, work, friend, family) to see if it happens on their screen as well?
have you tired changing cables and also using a different port both on the back of the PC and the screen?

any reason why that monitor has been mothballed for so long?
