In Progress Server unable to read htaccess file, denying access to be safe

I researched how to fix this several ways and not having any luck. (I'm using Windows 10 and up-to-date Firefox.)
1. Check file permissions. The first step is to ensure that the htaccess file has the correct permissions. (You will typically find the . htaccess file located within the root directory of your website). I can't find htaccess file and can't find root directory of website. (A domain's document root for your main domain name is your public_html folder. The ‘public_html’ folder is situated within your File Manager on your cPanel.) I can't find ‘public_html’ folder in Windows Control Panel.
2. Review server configuration. (How do I connect my computer to a file server? Windows 10: Open File Explorer: Select This PC > Map network drive.) "Map Network" is missing in File Explorer.
3. I can't access a file server in Windows. (Connect to a file server. In the file manager, click Other Locations in the sidebar). "Other Locations" is missing in File Manager and I reset defaults in File Explorer and still can't find "Other Locations" in sidebar.) File Explorer Locations are missing.
4. I installed "Windows File Manager 10.3.0.0" and can't find "File permissions" or ‘public_html’ folder or "Other Locations".
5. Can't find ‘public_html’ folder within File Manager. How to: Find the Web Application Root:
Click the Start menu on the Windows desktop, click Control Panel, and double-click Administrative Tools.
In the Administrative Tools window, double-click Internet Information Services.
In the Internet Information Services window, expand the node that corresponds to your computer, and then expand the Web Sites node.
Right-click the Web application you want more information about, such as SharePoint (80), and then click Properties.
In the Default Web Site Properties window, click the Home Directory tab.
The Local Path field in this tab shows the Web application root folder.
6. I tried previous solution and didn't see "Internet Information Services" in "Control Panel->Administrative Tools".

I don't know how to fix this error. (Note: I've had no trouble connecting to this website for mths.)
