Screen freezes and stuttering on high end PC

Hello! I've been battling with this issue quite a while now and can't figure out any cause why my new PC is doing this and would be relieved if someone knows why.
The PC is a prebuilt one by PCSpecialist, called Ultra 600.

So what happens is a bit of stuttering here and there (not always) some high end (open world massive) games load kinda slow, not only loading screen but objects in game -this fps drop doesn't happen in smaller games but also didnt happen before this issue started appearing. When this issue appears, the high end game: my fps suddenly drops very low and it looks like slideshow and wont fix itself until I restart PC. Otherwise all PC functions are working ok. However, when I play League of Legends, my entire screen will suddenly freeze. Either my character teleports/slides to odd position it shouldn't be in, freezes for a second and is either ok after or freezes after a moment or its a hard freeze out of nowhere where my mouse wont move and the PC wont shut itself from the physical power button. Only "Restart" button on the PC itself works, and the PC is fine afterwards. I have no clue what causes this.

Ive tried so far:
- update ALL drivers from Driver Booster (steam app)
- update gpu driver with the geforce experience
- download all windows updates including the optional ones
- check my disk health with Crystaldiskinfo (pic in attachments)
- monitor my PC for 23 hours with Latencymon (file in attachments)
- run a Passmark's performance test benchmark

While browsing eventviewer, theres 458 events of "Metadata staging failed" with different numbers by DeviceSetupManager, event ID 131, since 26.12 till now 5.1.2023
4x critical errors of me restarting the PC because hard freeze
80 events in 7 days by DistributedCOM saying "The server Windows.Gaming.GameBar.PresenceServer.Internal.PresenceWriter did not register with DCOM within the required timeout."
144 Warning events saying "A connection to the Windows Update service could not be established."
411 Warning's by DeviceSetupManager saying "The Network List Manager reports no connectivity to the internet."
There is also 19 "Information" events about audit failure from windows, "Code integrity determined that the image hash of a file is not valid. The file could be corrupt due to unauthorized modification or the invalid hash could indicate a potential disk device error. File Name: \Device\HarddiskVolume4\Windows\System32\eac_usermode_54708786671037.dll "

My internet should be fine, 624Mbps download and 35Mbps upload with 51 download latency and 200 upload latency, the device is new ZTE MC888 5G and ive tried both cable / wifi connections now, the pc case on its own has tiny back antennaes added (if thats critical info idk i read something about adapters)

Also last time this mini freeze that came back to normal happened, i tried to clip the moment in game with nvidia shadowplay, however the shadowplay recorded only 3seconds *after* the thning happened, even though it had been on before it. So the geforce mustve rebooted itself atleast shadowplay wise.
Freezes or lags havent happened outside the games but happens in every game. When I do play league, I have other game in tray, but previously this didnt cause any issues.
 
So other can assist let get a speccy report.

Do not forget to post the make and model of the PSU if this is a desktop.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

The PSU is Corsair 750W RMe Series 80 Plus Gold
 
Drive Booster, and all the programs of that nature, are complete trash - nothing more than snake oil peddled as something flashier.
Even the ones that are not simply a delivery method for malware more often than not get the drivers wrong and make things worse.

So first thing would be to remove that.

Your power supply is a solid unit, and while the RTX4070ti wants at least 700w, your 750w should be able to supply all your other demands.

For some reason, Speccy hasn't reported your memory make/model/speed, so supply that please.

FPS drops are not my thing per say, as I'm not a gamer but here is my stock standard response, see if anything helps.

If you have your PC as lean and clean as you can make it, that's part of the battle.
Sadly, the other parts may be outside your control like; number of users/devices on your network, bandwidth, line attenuation, signal to noise ratio, etc.
Logging into your modem's config menu will show these values.

But things you can control are;
  • reboot modem/router/pc
  • delete restore points
  • turn off hibernation (powercfg -h off)
  • empty web browser cache
  • delete system temp files
  • scan Windows for system corruption (sfc /scannow)
  • scan drive for file corruption (chkdsk c: /r)
  • disable unwanted scheduled tasks
  • disable unnecessary startup services
  • disable scheduled defragging
  • TRIM any SSD's
  • turn off Timeline and Activity History, and all things Microsoft Telemetry based
  • empty recycle bin
  • delete log files and error reports
  • remove old Windows Updates files
  • cleanup software installer and distribution caches
  • delete unwanted programs
  • remove any browser extensions
  • if connecting via wireless, try ethernet
  • pause any online cloud storage synchronising (OneDrive, DropBox)
CCleaner (free version) or Glary Disk Cleaner or the inbuilt cleanmgr command can do most of those points.
ShutUp10 by O&O Software can stop a lot of telemetry items.

Other things to try;
  • create another user account and login under that profile
  • check for firmware updates for modem/router and PC BIOS
Have there been any changes in the time frame that the FPS rates have dropped?
Like new software or hardware, or extra users on the network?
