Recurring PC Post/Boot Problem

Hello again, I previously posted regarding post screen issues. I was able to take it to a computer store who was able to solve the issues that the computer was having and it was able to post. I took it home and installed windows, drivers etc. However, after doing cable management, reseating ram (since they were in A1 and B2 slots), plugging in speakers, and plugging in USB 3.0, the same issue seems to have propped up. This time, my CPU fan and graphics card fan spins, however, one of the two case fans does not spin when I push the power button. Along with this, the CPU fan spins for a few seconds, stops, and continues to spin again. There is no post screen and the computer does not boot like it was doing prior to me doing the aforementioned things. Should I go back to the computer store and hope he can figure it out (I paid $50 last time) or is there any way I can hopefully resolve this on my own?

WD Green 120GB SSD
Corsair CX650M 650w Bronze
Fractal Design Meshify C Case
 
Why and where did you move them to? That is the slots that they may have needed to be in. Have you refereed to the motherboards manual.

Would also contact them see if they warranty their work?
I moved them because they were in slots A1 and B2 according to the manual. However, I’ve tried restoring it back to the way it was and it still doesn’t work
