reason for new USB flash drive to have active partition

Hi,Ijust want to know why a freshly bought Usb drive has active partition.The active partition is only useful if it has boot sector that is created by Windows OS when installing.
Is it to help facilitate Windows 7 OS installation via Rufus bootable USB flash drive (complete with NTFS file system & MBR partition)?
If choose to use either USb flash drive or Hard disk for storage purpose,is it safe to leave the active mark intact since it will no longer boot?
