Problem with Skype and other programs that stream webcam footage

Recently I've been trying to get my camera to work on Skype with no avail. In the Logitech Camera software, the camera seems to work fine: no lagging, freezing, or crashing. However, when I try to use it with Skype or any other program where it has to send it to the internet, I get lag as well as freezing, with the camera sometimes not working at all when it comes to Skype.

Here is my ping, download speed, and upload speed: http://i.imgur.com/M9y9gRy.png

And here are my PC specs: http://i.imgur.com/0cd4ZQa.png

The type of camera I have is a Logitech HD Webcam C310 (http://i.imgur.com/fDT0eG5.pnghttp://i.imgur.com/4ScQRD9.png). The current software I'm using is the Logitech Webcam Software, here: http://i.imgur.com/4ScQRD9.png. If there is a different software I should be using, please let me know.

I have tried using previous versions of Skype as well, though I feel like it might be a problem it sending the video to the internet. I would appreciate any help. I don't mind if I have to lower the video quality to get rid of lag, as long as there is little to no lag I'll be happy. At this point I think it's either a network speed issue or an issue with the software. Again, any help is appreciated. Thank you.
