Problem with ping spikes

Hey guys.
Recently online games have gotten unplayable for me, because everything is teleporting around. I did some troubleshooting attempting to solve this:
-->ensured the problem was my PC (not the router or anything else)
-->ensured the problem was software-based, by plugging in another Windows SSD

I have therefore come to the conclusion that a driver or a program on my pc has to be causing this. I have updated network drivers. I also scanned for malware using Malwarebytes. I also followed advice of posts like these https://answers.microsoft.com/en-us...-seconds/6ab18754-6619-4a5d-b484-60d01ddab8ba, also without success. What is also weird is that the resource monitor doesn't show any program causing sudden/unusual traffic. The ping is going up ~200/700ms, with traffic being in the <1Mb range.
Btw., the problem persists using LAN.

At this point I have started to run out of ideas, so I would very much appreciate help.

Since I made this post I have tested lots of things. Out of curiosity I pinged my router in Windows safe mode, with network drivers. My network drivers are fine, so the only real option left is Windows itself being damaged. SFC and such tools to repair Windows do not seem to work, so I have decided to use the Windows Media Creation Tool to just replace all the OS files.
If it doesn't solve the problem I will post again. Else you can assume that this method works out
 
So other can assist let get a speccy report.

Do not forget to post the make and model of the PSU if this is a desktop.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
