Problem with installation of GPU

I recently aquired a new pc, mostly put together by pc specialist apart from the graphics card which I bought seperately. I am pretty much an amateur when it comes to the technical aspects of Al of this but did my research before preceding. After installing my Evga 1080ti I couldn't get in signal when I tried to connect it to my monitor (asus rog pg279q), trying both display port and hdmi cables seperately. When I use the basic on board graphics on my motherboard I am able to get a picture on the monitor.
As far as I can tell I install the gpu correct, I used an anti static wrist band, put it in the top slot closest to the cpu and pressed down until it clicked and the retaining clip was locked in place, it required to 8 pin power leads so I used the two 6+8 pin leads already coming from the cpu which fit in fine. And of coarse I used the screws to make sure the gpu was supported to the case.
When I boot up, the is a long beep followed by 3 shorter beeps form the motherboard, which I believe signifies 'no Vga detected. Also the gpu doesn't show up on device manager so clearly its not recognised or installed correctly but I don't know why. The gpu itself is on, it has 3 lights above the 1080ti logo, the left one is green and the next two constantly change between red and green every couple of seconds. The far left fan on the gpu tries to briefly start every few seconds but stops almost imiediately, although I assume this is because the gpu isn't being worked hard like I'm a game so the cooling from the fans isn't required.
I have used device manager to diactivate the inboard graphics from the motherboard, I have also updated the motherboard bios but the same thing is happening. I havn't uninstalled previous gpu drivers because this is an new built so there was no previous gpu, but surely that wouldn't matter anyway because after installing the new gpu it should atleast show up and be recognised by my system? I tried installing the new drivers from the evga website but it said there is no corresping gpu recognised.
Once again I am a noob with all his and am just going by advice from a couple of knowledgeable friends and stuff I have learnt online, so maybe it's something simple and I am being stupid, but I have run out of ideas and am even thinking maybe my gpu (brand new not pre owned) is just a fualty one and I will have to return and replace. If anyone can help it would be really appreciated.

The psu has the power . Did you install the 2 8 pin power cords? Also i suggest that you use the DDU driver un-stall software and try again. This video will explain this..
