Please Help. Stopcode and PC won't reset

I upgraded to a 1070 graphics card yesterday from a 670. I played a couple games no problem but then my PC completely powered off during a game. When I turned it back on, it started updating (I had an update scheduled for not in use hours), but crashed and got the BSOD stopcode 0xc000021a. It restarted itself, but crashed again before the login screen, same stopcode. Now it was stuck in a restart loop. I decided that the graphics card was the culprit so I switched it back with to my 670. When I turned my PC back on, I got the same stopcode. I youtubed, and googled it, tried a couple of comands like chk scan and stuff like that, nothing worked. Tried booting into safe mode, still crashes. Tried to reset PC and wipe everything, but it fails to even reset. I am at a loss now and am wondering if I just fried something when I changed my graphics card because it was so much stronger? I have no idea. PLEASE HELP!!! Thank you in advance.

Please provide information about your computer, this includes is it a custom build or brand name such as Dell or HP, if a brand name, provide the model name or series number (not serial) if a custom build post the brand and model name or number for the MB, the RAM (including the amount) and the PSU (power supply unit) providing these details will enable us to better assist you.
