Firstly I am new to the forum so apologies if I have posted this in the wrong place.
Whenever my PC is connected to power the fan and lights will constantly be on, but it will not display anything through the monitor. I have tried using other sockets around my house with the same issue. I have also tested my monitor and HDMI cable which will work with other appliances. Even when holding down the power button down for 30+ seconds it will not power off.
Has anyone run into the issue before? Does anyone know of any possible solutions?
I think it may having something to do with my PSU but want to ask before going out to buy a new one.

CPU: AMD bulldozer fx-6300
GPU: Nvidia geforce GTX 1070
PSU: 230v
