PC Won’t Boot - Freezes on HP Logo

Do you know what may cause my pc to keep freezing on the boot up screen where it just shows the hp logo? It started as just freezing a couple times but would boot after restarting, but now it won’t boot at all and just freezes. It does the same thing when booting into safe mode.

I do know that the ram, ssd, cooling, os, and firmware are not the issue as I have tested all of them, including swapping ram sticks and ssd for a known good one with nothing but windows on it, as well as ran all short system tests, which it passed all of. The only thing I have found online is that it fits the description of a hardware issue. Thx.

I have not downloaded anything recently, the problem actually started after I came back from a 2 week vacation and only got worse with time. I linked a photo of my psu. I don’t know anything other than what’s on the label.
