PC unable to post

My PC is unable to post, all the fans (including GPU fan) and RGB are working. I tested each RAM and still didn't post. When i plug in my mouse to USB on the NZXT case AND the motherboard USB it turns the mouse RGB lights on and then completely off. When i plug in my keyboard it doesnt turn on the RGB lights or anything (but when i plug my keyboard into my xbox and turn it on the RGB lights come on ) But when i plug in my iphone USB C to the top of the case it seems to charge my phone. Also another weird thing is that when I hold the power button on my case it doesnt turn it off (the nzxt H9 flow). I have to turn the power supply off to turn off the pc. I have no idea what else to do?

Disclaimer: My HDMI cable and display port cable both work so it is not an issue with that. I tried doing BIOs feedback, CMOS reset. I know I put in the CPU properly making sure it was seated along with screwing cooler fan in so it makes contact with cpu. All parts are new.

Case: nzxt h9 flow
Motherboard: tuf gaming b650 plus wifi
Cpu: ryzen 7600
Gpu: gigabyte geforce 4070
RAM: t force ddr5 6000 mhz
Power supply: 750w toughpower GF1

as to the power button not turning the PC off, how do you turn the PC on?
I assume the power button is connected to the front panel header on the motherboard, at PWR SW?

I built it brand new with all new parts. Let me rephrase, the power button on the pc works when i turn it on but when i try to shut it down by keeping that same button down it doesn't do anything Also i know it isnt a power supply problem because i bought a power supply from best buy today and tried it out but no change from original.
 
even if you had change what the power button does on Power Options withing Windows, holding the button in for about 5 seconds is a motherboard/BIOS function.

you could try flashing the BIOS with a new version and see if that helps, otherwise you may be looking at a faulty mobo.
under warranty at all?

you may also want to try reassembling the core components on a piece of cardboard and seeing if you can get it to POST.
so just reconnect the essentials - just one RAM, only the boot drive, no GPU if the mobo and CPU support that, no USB devices at all (yes you'll maybe get 'no keyboard found' error), that sort of thing.
we just want to get a signal on the screen.
if we can, then add the keyboard and try to get into BIOS.
and so on, and so on....
