Solved PC turns solid color & crashes outside of Safe Mode

Just noticed that your motherboard details are not included in the parts list in your OP, can`t check the drivers out until we know what should be installed for the board, can you post the rand and model name or number of the MB for us.
 
Not seeing a single ASUS driver having been installed but do see three Nvidea drivers that have been.

Download DDU from here

Create a new system restore point then run DDU and uninstall all Nvidea drivers.


Create a new folder on the desktop, name it ASUS drivers.

Download and save to the folder the latest chipset drivers from here

Restart the computer in Safe Mode only (No Networking).

Install the chipset drivers that you saved to the folder on your desktop.

Restart the computer, test then post back with an update for us.

Method 2. Confirm the Installer Service Is Running
To check whether the Installer Service is running, you need the Msconfig tool. The steps below are performed on Windows 10 computer.

Step 1. Go to the Windows "Start" menu, search for "Run", and click it.

Step 2. In the Open box, type msconfig, and then click "OK".

Step 3. On the "Services" tab, click to select the checkbox that is next to "Windows Installer".

Step 4. Click "OK" > "Apply", and then click "Restart" to restart the computer.
 
Not seeing any ASUS chipset drivers for some reason :unsure:

I did exactly as instructed and when I attempt to use the "AsusSetup" application included in the Chipset zip file, the program wants to know if I want to repair or uninstall it, so that tells me it was installed correctly right?
 
I didn't see it, my apologies. Didn't refresh the page before posting my response. The computer is running fine, always was as long as no GPU drivers are installed. There was some lag in Safe mode, though. Attempting to use the start menu would result in delays in it showing up, and the area of the Desktop where the start menu would appear would be unclickable once it was gone. Not sure if that means anything, just stating my observation.

Before attempting to install any specific GPU drivers would like you to give Windows a health check first, this because of the earlier Windows installer problem.

Feel free to uninstall any tools that we use as and when you see fit;

Download then run the Windows All in One Repair tool from here, disregard the malware guidance but follow the other steps to the letter and in particular ensuring that you first create a new restore point and perform a proper Windows clean boot before running the repair, details for the clean boot here.
 
I ran the repair on a clean boot. I don't know where to get any sort of report log that would detail anything, but nothing really seemed to be wrong? I just let the program run the repair after doing the precautionary steps and it booted back to my desktop.
 
My GPU is the founders edition version of the RTX 2070 Super. Bought it directly from Best Buy in December 2019.

While I take a look at the log;

Create a new system restore point.

Create a new folder on the desktop, name it GPU drivers.

Do a manual search to find then download and save to the folder the earliest GPU drivers from here

Restart the computer in Safe Mode only (No Networking).

Install the GPU drivers that you saved to the folder on your desktop.

Restart the computer, test then post back with an update for us.

Edit to add: Some repairs made but Windows now has a clean bill of health.
 
Had a friend stop by with their GPU and let me test it out on my PC, everything worked fine with theirs installed including GPU drivers. No crashes or freezing, no matter which monitor or cable I used.
Tested it with mine again, still the same issues persisting. My only choice now is to have my GPU RMA'd back to NVIDIA and replaced under warranty.

Before you RMA the card and so as to avoid the same card possibly being returned to you along with any postal charges.

Is the card your friend has the exact same as yours.

Did you install the earliest drivers for you card when you tried it.

Would your friend be able to test your GPU in their PC.

Three Xs yes to the above and your card behaves the same in your friends rig you have more or less 100% confirmed that the GPU is bad which should speed up the RMA, include a link to this thread in any correspondence with the merchant so they can see that you have tried your best to get the card to work as it should.
