Pc throttling internet speeds?

I wouldn’t normally post on a forum but, I’m not sure what else to do as I’ve exhausted all my options.

I recently bought a new computer (https://www.argos.co.uk/product/7637407) but I think Windows 10 or other software may be slowing the internet speed.

speed test with my phone connected to the WiFi gives speeds of 40mbps as does my Xbox (being able to download games within a couple hours.) When I speed test on the pc it caps at 17mbps on speed tests but when I check the task manager it says the computer is getting 40mbps.
Steam caps at 5mbps and chrome takes forever to download anything. I’ve tried both Ethernet and WiFi but having it wired up doesn’t make a difference. Followed multiple videos but none make a difference.
Unsure what’s happening here but, I think software is the problem. I’ve uninstalled McAfee and that helped a bit but it’s still very bad.

Apologies if that has been an eyesore to read.

Could be bloatware or a possible browser security plug in.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Being a new computer I am curious as to how the C: partition is running low on free storage space, there is a lot of HP rubbish on the computer the storage space needs addressing asap and for the reasons why explained below;

Partition 1

Volume Serial Number: 98810828
Size: 237 GB
Used Space: 204 GB (85%)
Free Space: 33.6 GB (15%)

For Windows to be able to run efficiently and to be able to update you need to have between 20 and 25% of the partition or drive available as free storage space at all times, if you don`t you risk Windows becoming corrupt or not being able to update which puts you at risk of malware attack.

Data only storage devices should not be allowed to get any lower than 10% of free storage space of the full capacity of the drive/partition on the drive, this also to avoid data corruption.

Please note that storage devices can physically fail if the amount of free storage space is allowed to drop below the required 10 or 20/25% minimum.

Uninstall as many unused programs, games, videos and music files as you can, post back when you have between 20 and 25% free storage on the C: drive/partition and we can go from there.
