Pc shuts down or does not turn on

Hello everyone,
I am relatively new when it comes to computers so I apologize for every mistakes I might make. I have built my first pc about six weeks ago and everything was working fine until about two weeks ago. Now it randomly shuts down when I'm gaming (CS:GO, The Witcher etc.), sometimes gives me a blue screen (WHEA uncorrectable error) when shutting it off or sometimes takes around five minutes to turn on after I pressed the power button. In addition, I see three PCI devices in the device manager that aren't really recognized (there is a yellow exclamation mark next to it). I googled similar issues and most of them said that the PSU might be faulty but I'd like to hear another opinion.
My specs are the following:
CPU: Ryzen 7 3700x
GPU: Radeon RX 5700 XT
Motherboard: MSI MPG X570 GAMING EDGE WIFI
RAM: 32 GB G.Skill RipJaws V
Storage: 1TB SSD
OS: Windows 10
PSU:

Cooler Master Netzteil ATX Coolermaster V650 650W 80+ Gold
I would appreciate any kind of help.

WHEA uncorrectable errors are most often caused by unstable power, overheating and/or hardware not being able to work properly because of unstable power.

Cooler Master are on the PSU avoid list as they are not the best of quality which as a result provides users with reliability issues;

when shutting it off or sometimes takes around five minutes to turn on after I pressed the power button.

When independently tested the model of PSU that you have was found to have a problem with the power good signal, in laymans terms what this is, when you press the power button on the case a power signal is sent from the PSU to the MB, if the power signal is stable the computer will boot up but if the power signal is not stable the computer will not start, see review conclusions here

How old is the PSU.

Have you checked that all internal connections from the PSU to the MB and all hardware devices are securely attached.

Hello, thank you so much for your reply and I am sorry for posting in the wrong forum. The PSU is around two months old and ran well so far. The connections are all securely attached. There is however one loose cable that is not connected to anything yet because I will install a HDD soon. Could that be a problem? I would not think so but since I don't know too much about pcs yet, I thought I'd ask anyway. I read that there are cheapish devices (around $20) to test the PSU for damage. Would you recommend getting one of those and then running some tests?
 
The cable that you intend using for the HDD will not be causing this issue but the PSU only being two months old means nothing unfortunately as even with recommended brands of PSU there is always a chance of getting a problem product.

We can take a look at the temps and voltages but being honest I would not use the present PSU anywhere near my computer, as for purchasing a PSU tester, these are only any good at detecting problems on the PSU rails when the computer is not under any load and so cannot be relied upon.

Let us know if you would like to check the temps and voltages.

Can I ask that you do not quote every reply, it really does not help any and just makes for unnecessary reading, thanks.

I would like to check the temperatures and voltages. I actually have two softwares to check temperatures and they seem to be normal. I use AMD Ryzen Master for the CPU and the temperature is around 60-65°C. For the GPU, I use the software that AMD suggested on their website and it's around 85°C when gaming. I have read that this is not too unusual for these parts but please correct me if I'm wrong. As for the voltage, I do not really know how to monitor it or what is normal so I would appreciate some help on that
 
Both of those temps are fine and the software that you use for monitoring is the most appropriate, the downside of any software though is that it cannot tell you the temperature inside of the PSU, the hotter the CPU and GPU likewise the hotter the inside of the PSU, this the reason why with such a high end build as yours a top of the range PSU is a must, these type of PSU have thermally controlled cooling fans that only spin when required and only as fast and as long as is needed to cool down the PSU.

As said the temps are not bad but we still need to check the voltages, do a bit of gaming before taking the following readings for us.

Download Speedfan and install it. Once it's installed, run the program and post here the information it shows. The information I want you to post is the stuff that is circled in the example picture I have attached.

If you are running on a vista machine, please go to where you installed the program and run the program as administrator.

To capture and post a screenshot;

Click on the ALT key + PRT SCR key..its on the top row..right hand side..now click on start...all programs...accessories...paint....left click in the white area ...press CTRL + V...click on file...click on save...save it to your desktop...name it something related to the screen your capturing... BE SURE TO SAVE IT AS A .JPG ...otherwise it may be to big to upload... after typing in any response you have... click on Upload a File to add the screenshot.

Screenshot instructions are provided to assist those that may read this topic but are not yet aware of the “how to”.
 
Thank you so much. I downloaded both softwares, the pc crashed immediately after and now it won't turn on anymore. My friend (almost same except that he has a different PSU and the Ryzen 9 3900X) will let me borrow his PSU tomorrow and if everything is fine, I will replace mine. Do you have any recommendations for choosing a different PSU if that's the case? May I continue to ask questions if the PSU is not the problem?

Trying your friends PSU is the best course of action with this but can I ask what is actually happening with the PC atm, is there no signs of life from the PSU when you press the case power button.

Be happy to help you with choosing a replacement PSU and ask as long as it is related to this topic feel free to ask as many questions as you need to.

Okay, the pc turned on about five minutes after pressing the power button. I played two games of CSGO and ran both tests after it as suggested.
The first one didn't work as the screenshot showed (Speedfan). I do not get any of the measurements and the only thing I see is this (I ran it normally and as an administrator but it did not make a difference):

Additionally, I think there seems to be something wrong with the GPU. AMD's global Wattman (what I previously used to track the GPU) is not showing anything anymore and when trying to watch a video on YouTube after the games, the screen flickered a couple of times and it gave me an error. I also noticed that during the games, the GPU performance was larger than 90% which is not normally the case. The videos work normally now.
 
Have you been able to try using your friends PSU.

We are missing some important readings in HWMonitor, forget Speedfan as your MB obviosly does not like it.

Please restart your computer and check the temperatures/voltages in the BIOS, no screenshot is required just make a note of the temperatures, the DRAM voltages and the +3.3V, +5V and the +12V rails on the PSU and post them with your next reply.


NB: BIOS voltage readings.

The readings are not conclusive in the BIOS as the computer is under the least amount of load, if they are higher or lower than what they should be though it does suggest a PSU problem.
