PC making a quick high pitch noise when using it and shutting down

I've had my PC for 4 years now and have never had this issue, randomly the PC will make a very quick (0.5 seconds) noise that sounds like a sharp scratch ( video link of sound ) to give you an idea how how often it occurs today I used the PC for 3 hours playing a game and it made the noise 3 times during playtime and another during shutdown. I did also test it last night and found it always makes the noise during shutdown, it is the last thing you hear right after the power is off.
The only noticeable changes I have made to my PC recently is I installed two 8gb sticks of Ram and replaced my old ram. And I installed a sabrenet SSD into my PC (the game I was playing was installed onto this SSD) I did not remove my existing HDD (both are plugged in and being used) however in order to fit my SSD I temporarily had to remove the GPU and put it back in afterwards.
The last thing worth mentioning which other people have suggested is that it is due to dust build up, mainly around the fan area and the dust is causing friction in the motor.
If you have any experience with a similar issue or know any ways of troubleshooting this please let me know. Thank you

That sounds like a flaky HDD or a cooling fans bearings to me, check the HDD first

Download and run CrystalDisk info standard edition from here

Run the program, grab any screenshots and attach to your next reply for us.

To capture and post a screenshot;

Click on the ALT key + PRT SCR key..its on the top row..right hand side..now click on start...all programs...accessories...paint....left click in the white area ...press CTRL + V...click on file...click on save...save it to your desktop...name it something related to the screen your capturing... BE SURE TO SAVE IT AS A .JPG ...otherwise it may be to big to upload... after typing in any response you have... click on Upload a File to add the screenshot.
