Solved PC keeps freezing

Last night I was watching some TV shows on my computer. I fall asleep then as I wake up the computer is frozen. The computer usually freezes and most of the time I just have to turn it off then the problem is gone. The problem didn't go away and when I tried booting the computer up it would freeze at the starting windows screen. This has happened to me two weeks ago as well, and I had to buy a new HDD because I thought that was the problem. I can't even reinstall Windows at this point because it would just freeze. I've tried safe mode/safe mode with networking and freezes at loading files.

Please download MiniToolBox and save it to your desktop. Run the program by right clicking on it and selecting Run as administrator. When the program opens select the following boxes:

Flush DNS
Report IE Proxy Settings
Reset IE Proxy Settings
Report FF Proxy Settings
Reset FF Proxy Settings
List content of Hosts
List IP Configuration
List Winsock Entries
List last 10 Event Viewer Errors
List Installed Programs
List Devices (Only Problems)
List Users, Partitions and Memory size

I can't start my computer so I can't install this program(it keeps freezing)
 
Do you have a second PC you can create a Linux Live CD with? I agree with @jmarket that it's most likely hardware, but since you mentioned that the freezing happens during Windows loading screens, it would be nice to know if your system freezes under a different OS on an external disk/drive.

 
I do not have any spare parts. The ram is fairly new so I don't believe it's that. The problem has gotten worse as now when I get to the gigabyte bios screen it just freezes. I have another USB drive with windows 8 on it but when I try running the setup, it takes me to a black screen. I disconnected all the components and left them sitting overnight. When I turn on the pc, the fans start spinning but then 3 seconds later it turns off and on over and over again.

Can you get get into your motherboards BIOS at all? Have you tried resetting your motherboards BIOS back to default values? Are you overclocking any components?

If the computer is turning itself on and off again then it could indicate an issue with the power supply. If possible see if you can borrow a spare power supply unit of the same wattage and see if the computer actually boots up successfully. Also try booting the computer with just one stick of RAM and see if the computer boots up successfully.
