pc froze and when reset, it doesnt display and wont turn off without pulling the cord.

so today i left my pc on to go do something and when i came back i tried to move my mouse and it wouldnt move and with a couple keyboard presses i realized nothing would work, so i figured i would restart my computer.
upon restarting my computer, my monitor would not display anything, my AIO fans would spin and the others wouldn't, my LEDs all came on, and i found that when i held my power button and realized even after 20 seconds it would not turn off so i ended up pulling the cord because i lost my last pc to my powersupply frying my setup (it was 6 years old and prebuilt.)
i went online and tried a few fixes, i swapped ram sticks having one in at a time, tried using iGPU, tried unplugging everything but my ram and gpu (all peripherals,) made sure all power connections on mother board were seated. im not sure if this helps but it seems my monitor can tell when my hdmi gets plugged in or unplugged to gpu
only had this build for 6 months. my last idea would be to try and maybe flash the bios but im inexperienced with bios issues so.

I shorted the two pins and tried booting it to no success, but I remembered some video also talking about taking the cmos out and reseating it and I tried that and nothing really happened but now my case fan spins.
I still can't really use my keyboard or any peripherals, my keyboard doesn't even light up or display that its connected.
I think I have a friend that could give me a different cmos battery if swapping them would be a good next step.

upon further research using this reddit thread:
i saw someone talk about iCue and wallpaper engine, two things i used.
in unplugged my cpu cooler and booted then tried to power off using power button and it worked
upon replugging it i have POSTed and i am in BIOS rn
 
well after about a day of pretty much no issues (it happened like once again and fixed the same way), i have ran into the same issue and now i can't fix it the same way. the qleds on my mother board do not light up, i have tried swapping both ram sticks in every slot. i even got a different ram stick and tried putting it in the slots. i have reset cmos, taken cmos out. i have tried taking all peripherals out and unplugging the icue part of cpu.
i am once again kinda lost and based off the last problem i think it could have to do with corsair and icue which both my cooling and RAM uses (even the one i swapped in that was unused)
