PC freezes for ~10s every 10-30 min. Disk and CPU usage shoot up and fall respectively. HELP!!

This problem has a longish history, so if you want to get the full picture read the entire post. If you just want to comment on the problem I am experiencing, just read the first 2 parts of my post

The build: I built this PC about 1.5 years ago from mostly new, but a few older parts. Here is the buld:.

The problem: The PC freezes every 10-30 minutes (varies wildly, can be twice in 5 minutes, or once an hour) for about 10 seconds. It happens when doing simple web browsing or playing a game, though it seems to happen more often while playing more taxing games than simple indie games. During the freeze, I recently have noticed the disk usage shoots up to 100% while the CPU usage drops to <1%. During the freeze the audio gets stuck on a 1s loop the whole time, and I can move the mouse cursor, but clicking and typing do nothing. I know the computer is doing SOMETHING.

I have found a few forums experiencing similar issues, but after following all of their fixes I have had no luck. (Like this post for example:). Most people talk about issues with superfetch, but fixing that did not resolve my problem.

The history / what I have tried: This freezing issue has been occurring since I first booted up the PC. I initially had an ASUS B450 Prime MB installed, but about a month after building it, a friend helped me figure out 2 of the RAM slots didn't respond even though my sticks of RAM have been tested and worked fine on other MBs.

I lived with this issue for about a year due to money shortages. I took it to a PC repair shop, but after 2 weeks of testing they gave it back claiming they experienced the issue once, but could not diagnose it. None of their tests found anything.

I replaced the B450 Prime with a ROG STRIX 450F MB. These RAM slots work well AFAIK, but the issue persisted, and it even began to blue screen a few times. Frustrated, I took it to another well reviewed PC repair shop. They found a bad RAM stick, which after replacing seems to have solved the recent blue screen issue. But the freezing problem persists. This is the most recent event in this PC issue saga.

Tl;dr PC freezes for about 10s. During the freeze, disk usage jumps up and CPU usage plumets. Have tried 2 PC repair shops, friends, and a MB and RAM stick replacement.

Vent: I feel like after having tried 2 PC repair shops and going through every forum I can find I am at a complete loss of what to do next. I hope someone, anyone can suggest something I haven't tried, or I may just toss my build altogether and start over. That is what I am leaning towards at this point, TBH. This is my last attempt.
