DO NOT REMOVE THE PROCESSOR !!!

geez dude - slow the heck down.
you got yourself into this mess cause you played around in an area you had no idea of the consequences of.

if you have tried both the options to reset the CMOS, that is, removing the CMOS battery and using the jumper pins on the mobo, that should have reset the BIOS back to factory settings.

as PeterOz as suggested, you changed voltage and now it still won't boot, probably indicating faulty memory.
my last suggestion is to remove the memory stick, and witha soft bristled brush, wipe the sticks circuitry and pins, then use the same brush to wipe the mobo RAM slots. put the stick back in and cross your fingers.

But 2 days ago i added toothpaste to my processor That's why I want to clean it.

OK, I'm stopping this here.
unless you are only 8 years old, you don't need to be a rocket scientist to know that toothpaste should be put nowhere near any electronics.
what, because it was white you thought it would be OK!

you need to stay away from 5 minutes of hard Googling as your sole research tool.

you have probably cooked your memory and now, added a conductive liquid inside your processor - making enough of a mess that you had to go back and clean it up.

your PC needs servicing from a professional.

@Utg - can I suggest you ask here on how to improve your PC performance next time.
it would have been a much better option than the path you took. :)
some life lessons are learnt the hard way.

there is a wealth of experience spread across the members on this forum, and the sole objective is to help others.
once you get the PC working, you are more than welcome to start a new thread and let's see if we can help you improve the speed.
