PC can't always handle multitasking

The problem I am having is while I have a game open on one screen, playing videos on the other screen or searching on sites for builds and what not for the game. Sometimes everything is running smooth, but that's usually just when I started up my pc. But usually after a little while playing or pausing the video or being on u.gg or op.gg everything is loading slowly along with sound on my game screen a little slow in response or its faster than the video on that gaming screen. nothing seems sync'd up. I have two monitors that can do G-sync, usually it's on but I tried it off and seemed to make the issue worse. I have also tried reinstalling my gpu drivers (only the essential/minimal ones).

When I have also ran with the task manager up, under the performance tab the only thing to peak is always internet. I have "up to" 400 mb/s on xfinity.

My PC i built in 2021 gigabyte gtx 1080, intel core i-510400kf, corsair h115i CPU cooler, two sets of (two)corsair vengeance rgb pro 32gb ddr4 sdram 3600, psu corsair cxf750f rgb all on the msi mpg z490 gaming plus MBO.
