PC can find but won't connect to Bluetooth headphones

Recently had a problem with my Bluetooth headphones [JBL Tune 500BT] so I tried removing them and connecting to them again, but when I tried reconnecting it gets stuck on connecting until it says "we didn't get any response from this device. try connecting again".
The headphones are within 10 meters, powered on and discoverable, PC is not on airplane mode and I am able to connect the headphones to my phone with no problem. attempted to update / reinstall Bluetooth drivers with no effect. all Bluetooth services seem to be fine.

I helped a user on another forum with the same problem & couldn’t find a solution.
I thought the headphones may have been faulty or they weren’t compatible with Windows 10.
Can you add other BT devices?
If you remove another device can you re-add that?
Are the headphones in pairing mode? Place them in pairing mode before clicking on the Bluetooth to scan for them. Sometimes the detection time is extremely short with some devices.
