personally, I would lose the CPU cooler, and get a CPU which includes a cooler. (but that'll add $20'ish to the CPU cost)
the supplied ones are more than adequate to keep it cool - unless you plan on OC'ing.
and consider adding an extra chassis fan.

next I'd address the Fractal case. they're good, don't get me wrong, but overpriced.
look at CoolerMaster MT N200 for $59, been using them for years, great price and a great build. (but it'll depend on where you want the front USBs)

and lastly, the big ticket item, that graphics card. if you need it, than get it and don't quibble on the price.
but if price is your driving force, it needs dropping back a few notches to something not so cutting edge.

you are only just above budget now, is that that important? :)
 
Trying for major components in white is what is putting you over budget down to the GPU and liquid cooler, neither of which I would use, the card is overpriced and the liquid cooler prone to leaks looking at the reviews here

Check the benchmarks here and here and you will see that the stock GTX 1070 has the same speed rating as the GTX 1070Ti but is over US $200 less expensive.

Cooler Master - MasterWatt Lite 230V 700W 80+ Certified ATX Power Supply - Wouldn't use this anywhere near a gaming rig, its ok for a entry level school or office computer but not for anything high end.

NB: In case not already aware Ben, the PSU is labelled as white because of its efficiency rating and not because it is white in colour.
