Solved Pc boots but no display or usb

I recently got a new pc. And it was working fine untill I added my gpu into it. I searched everything up made sure it was completely compatible.
When I plugged it in the first time it booted fine so I got to downloading the latest drivers for it. Upon the restart at the end of the driver download. It booted fine. But got no display or usb power.
So I did the usual research and it said to pull the cmos for around 5/10 minutes. So I did and it booted fine. And now again this morning it wouldn't boot. So I did the cmos trick again and it booted it fine. Until I did a restart and now it's back to black screen with no display.
I've done some troubleshooting and found out it works only If I unplug my gpu and do the cmos trick everytime I want it to boot fine.
I can't find anything online about it and I would very much appreciate some advice on what to do.

CPU: I5-4570
GPU: Asus Radeon R9 290 4gb
Psu: EVGA 600W1 80+ White
Ram: 8Gbx2 DDR3 1600 Kingston Hyperx

GPU specs here

You need a better 600W or above PSU and not just any old PSU but something Gold efficiency rated and from a proven brand such as the Corsair RM range, EVGA or Seasonic.

The present PSU is rated as Tier D • Recommended only for very cheap, iGPU systems here which basically means that it is only good enough for the onboard Intel HD video.
