Solved PC Boot up white typing line

Hello! So yesterday I turned on my PC and realised that the booting up screen is different. A white line in upper left corner that blinks(like a typing pad).
The PC is fine turning on and no problems. Im just trying to find out what can that be since it appeared first yesterday

Let get some more information so other can assist.

How long does it stay like that?

I have a few that do that during POST. Usually 1-2 seconds then the windows splash screen.

does it happen after Cold start or Restart?

This something that just started happens every so often?

It appears both during cold start and restart.
When it boots up i get the normal loading screen , then the blinking line appear for about 1 second , closes and appear again for the same amount of time. After that i get the loading screen again and thats it, Im on the desktop.
P.S: i got ssd so this actually happens in a matter of 25 seconds

New info:
Today i got electricitu break for 2 seconds due to the provider.
The pc forced shut down due to no electricity and restarted. This time the white line kept blinking for 30 seconds. I was getting worried, but it still opened .

do you have any USB storage devices connected to it as it boots up?
looks like the type of thing I've seen when the system goes through its discovered bootable devices and decides which one to boot from, the white line is it reading the boot volume.

as a test, you could go into BIOS and remove all bootable devices from the boot menu, just leaving your C:\ drive as the first (and only) boot medium.
