overclocking disabled

I got my new aftermarket cpu cooler so i can finally overclock. i watched a few videos on overclocking with ryzen master utility. i decided to give it a go but when i open the program, im greeted with a message that says something like 'ryzen master profiles will not be available because overclocking is disables in your bios'. I went in my bios and didnt see any setting to enable overclocking. after looking around a bit i ended up raising my clock ratio to 4.2 ghz. I rebooted and in task manager it says my cpu base clock is now 4.2, however i tried running some games and i ran cinebench too but my cpu never actually went past 3.79 ghz. im using a ryzen 3 3200g on a gigabyte ga-a320m-sh2.

How can i enable overclocking in ryzen master utility? or is there any other methods of overclocking that wont require this?
