Solved Odd PC Behaviour, PC turns off struggles to turn back on

Hello! Here are the specs, and the problem. Please help!
Cpu: R7 3700x
Gpu: Rtx 2080
Motherboard: Aorus x470 elite
Ram: 2x8gb corsair 3400mhz ddr4
SSD: 2x samsung 1tb qvo, 250gb samsung evo Boot drive
HDD: Seagate 1tb
PSU: 850w Silverstone 80plus platinum fully modular
Windows 10 Home 64bit NOT activated
FULL custom loop done by myself, its time for it to refilled but temps are still extremely good, 2080 is at about 53c at load, 3700x at about 75c load, everything is about 8 months old except the drives.

One day my computer just turned off, the ram rgb was on and the power from the usb ports as well (Light stip stays on, but no keyboard mouse rgb?) power button doesn't work once its turned on so i had to switch the power supply off, wait for the power to drain, turn it back on and then it would take along time to boot about a minute or more comapred to 12 seconds or so. Then usually depending how long i had the power supply turned off for determines how long the computer will stay on before its shuts off again. i was just doing this for about a week, as issues like this have come and gone and fixing them was usually trival but somewhat similar and has never been a hardware problem. Now anytime the computer makes it past the password it will shut off, compared to the blue repair screen it will go to sometimes where no matter how long i stay there it wont shut off, same with bios.

Ive only tried making sure that the cables were plugged in all the way (last issue that cpu power wasnt in all the way somehow), but theyre all good, cleared cmos, and ive TRIED to reset my pc and keep my personal files as i dont mind having to do that, however it hasnt let me reset either and just gives me "there was a problem resetting your PC, there were no changes made." I have a windows media creation tool that if i wipe the computer through the blue repair screen i imagine it would be fine, but i really dont want have to wipe everything.

Any help would be appreciated, my pc is unusable.

Sounds like a power problem of some sort, unstable power output or the PSU overheating internally being two possible causes - how old is the PSU.

Some components getting power while others are not is down to them being powered from different rails on the PSU.

As a PSU puts out various voltages +3.3V, +5V and +12V it may appear that the PSU is working correctly but it is not, any significant drop of any output can prevent the system from booting up, the other scenario is a significant increase in the output which can be worse as it can fry one or more major components such as the MB, CPU, RAM, add on video card etc.

Your problem with Windows is twofold, you are getting the issue/s because when the computer is shutting down it is not doing so cleanly and if not done already it will lead to Windows becoming corrupt.

Second problem, troubleshooting computer problems is a waste of time when it is known that Windows is out of date as any one of a number of the missing hot fixes could be the solution to any problem that you may be having, not being activated means that you cannot update and until you can you are fighting a losing battle.

The power supply is only like 8 months maybe a year? not much. Its under warranty though, still a huge hassle :/. Thank you for your reply!
 
The PSU should be all good then, good brand and plenty of Spec.

Just to make you aware, we are limited to the assistance that we can offer here because of Windows not being activated, apart from you not being able to update and therefore not able to download potential fixes there is also the matter of us not being permitted to help when there is unlicensed software being used

Couple of questions for you;

How old is the Windows ISO that you have, the latest 2004 version is known to cause terrible problems for some folk..

You mention having a custom loop, can you post the cooler details, uneven pressure atop of the CPU can also cause the type of behaviour that you describe as it messes with the CPU performance.

Is the computer stable long enough for you to run any tests.

Oh okay that sounds better, i just found out that due to some complications its not under warranty. The windows iso defiantly isnt the lastest, dont know what one specifically, but i downloaded it on the usb a couple months ago. The only reason i dont have activated windows is because i upgraded cpu and motherboard and it wasnt activated anymore, i found out its common and never botherd chasing microsoft up about it, so my bad.

I have a EK d5 pump that goes to >gpu>cpu>360slim>360thick>pump in the lian li pc 011 dynamic. Before the computer got really bad with shutting off i was able to launch HWinfo quickly and idle temps were normal and cpu frequency seemed normal, then it shut off. All stock remember.

I've had it shut off for a while and as soon as i log in it shuts off now, so i don't think i could do a test, but if i leave it for the night and come back in the morning it might be enough time for a test, what test though? I have most popular stress tests and utility's installed. Since this problem was around for about a week i was using it how i normally would, it just shut off whenever, i could be playing a triple a title or just C&C red alert, or even doing absolutely nothing. What makes me wonder is why it wont shut off if im in the bios or blue repair screen? no matter how long i leave it it wont shut off then? is that significant at all?

This type of behaviour is most often caused by unstable power and the capacitors on the MB holding/having too much power in them, hence the reason why draining the power so that the caps are empty allows for the system to power up, not sure if you have heard of it but there is what is called the power good signal which goes between the MB and the PSU and when the caps on the MB are full of charge the power good signal is failing and the system will not power up.

What makes me wonder is why it wont shut off if im in the bios or blue repair screen? no matter how long i leave it it wont shut off then?
Two reasons for this, the computer is not under any load under both of the above scenarios + in addition if Windows has become corrupt or has missing drivers that would explain it locking up at the blue screen.

Because the system is so unstable you only have the two options I`m afraid as nothing that we can suggest will fix or even allow you to troubleshoot this.

A barebones set up outside of the case using the CPUs stock cooler and having the system checked by a local tech who will have parts to swap in are your best and only two options I`m afraid.
 
Suggestion, when you are doing the barebones testing, try a clean install of Windows and the MB drivers while things are still outside of the case and you have the stock CPU cooler fitted.

Great news! For the most part. Ive disassembled the loop all computer and all, and just put in the essentials. Much louder and the guts are everywhere. but its working! I can't imagine what it was/is, i've run stress tests and all and no shut downs, not even a blue screen. Will be putting it back together soon enough.
