No control over mouse. Need help getting it back.

Hi I just purchase a new pc and was hoping to turn it into a gaming pc with my old ps3 controller with usb connection. I have download ( SCP toolkit ) not knowing much about the program. Will using the program I lost control of my mouse now with limited control of my keyboard make my PC do a system reset and computer restore in hope to get my mouse back up and runting. It did not fix the problem and now im stuck trying to get my mouse working again. Any advice in fixing this problem would be appreciated.
 
Update: my cursor can move now with arrow keys number pad but not my mouse. This is on a windows 10 desktop. Any advice in fixing this problem would be appreciated. Also sorry for bad spelling and grammatical errors.
 
Update 2: I plugged in a mouse that's not a cheap logitech mouse and it works like a normal mouse. In Control Panel > Hardware and sound > Devices and printers, the logitech mouse does not have mouse setting any more only keyboard. Now all logitech mouse are no good to me from what I have done with ( SCP toolkit ). In Event View of my mice history show the errors that have appeared when I did my oops. This mouse work fine on any PC but mine. It Driver related or something else. If anyone knows how to fix it would like to know, but now I can control my PC with a mouse issue is now minor annoyance to me now.
 
Update 3: Stuff I did are factory reset, Uninstall & reinstall the logitech mouse, and updating any drivers thats on the mouse. And still have no clue. Any ideas would be appraised.

Yes, all other mice work except logitech mouse. For the SCPtoolkit was uninstalled when this problem occurred when i did my PC do a system reset and computer restore in hopes to get back the mouse. But it would be nice to get logitech mice working for me again. But it does seem if I would ever get it back would be using the same program again to get it back. I'm just worried if I do use it again I my lose more then a mouse if I do. I would like to find a way that does not involve that program.
