New PSU, PC won't turn on now.

While using my vr on a 450w psu, I heard a spark and a fried smell come from my pc. After that my pc stopped working and wouldn't turn on. I concluded that it might be a PSU problem as it wasn't too great in the first place, so I got a new PSU (Corsair CX 750W). I got everything plugged in and ready, and my pc still won't turn on. Is this a possible MOBO problem or should I tweak around with my new PSU to see if anything needs to be changed? I highly doubt its anything related to my GPU as I put in my old one and it still wouldn't turn on.
 
While waiting for others to respond here are some things that you can check.

Look at the motherboard and all the other components see if there is any charing, discoloring, blown (bulging) capacitors.
The motherboard looks fine to me. None of the capacitors seem to have blown, nor show any orange or discoloring on them.
 
All that does is tell us that the PSU will turn on. Yes it may still be ok and under a load it may give out.

This test can help identify the following issues:
  • Internal short circuits
  • Failed components
  • Power connected to PSU
What this test cannot identify:
  • Voltage fluctuations
  • Overheating
  • Power Output (failing power rails)
  • Issues with capacity
