New PC turns on and off again after 15 seconds

Hello, I just built my first PC.

-Parts-

Case: Rosewill FBM-X2 Micro ATX
Motherboard: ASRock B450M PRO4 Micro-ATX AM4
Ram: OLOy 16 gb DDR4-3000 CL16
CPU: AMD Athlon 3000g 3.5 GHz
PSU: Gigabyte P-B650 W 80+
Storage: PNY CS900 240gb 2.5" SSD
CPU cooler: Stock cooler for AMD Athlon 3000g

I put all the parts together after a few hours of trying, watching tutorials, and making sure everything fit and plugged in. I was very excited when I pressed the power button, watched the fans turn on, and then keep spinning.

I thought I had managed to build it and didn't have any problems. Imagine how annoyed I was when my monitor said "NO SIGNAL" and then the PC turned off.

Then, it turned back on, the fans spun for 15 seconds and turned off again. It continued to do this until I turned off the power supply.

First I tried to diagnose where the problem was. I took out the ram and started the PC. Nope, still did the loop. So I tried unplugging the SSD, no luck. I spent the a while looking at forum posts and I am thinking that it may be a problem with my CPU. I have attached an image/video of my pc's interior and the problem below.

what is your GPU plugged into or are you using onboard graphics? Which port did you plug into the MB. You had a choice of 3 if using onboard gpu. Might need to match that with your monitor. Some monitors have a selection switch also. Check this ( probably not your cpu)
