Solved New pc, No Video signal Need Help ASAP

So I've been given the task of building the most budget gaming pc from a friend of mine and so far we managed tog et eveything for like $450
SPECS:
Core i3-6100
8gb of DDR3 ram
Radeon R9 380 gpu
thermaltake 650w psu
OEM HP mother board - IPM17-DD
So my issue is that wheni turn on the pc everything lights up and all the fans spin. It doesnt beep at me or anything, how ever i do not get any signal to the monitor. It briefly says signal received but then when i go to the hdmi input, it says that it isnt receiving any signal.
I have tried, using a different cable, monitor, port, removing the gpu, using a different gpu, changing power supplies (even though i doubt thats the issue) and still no luck. could someone please help me out here?
 
no beeps could just mean no internal speaker, does the mobo have one and if not have you added one?
so you have tried not installing the Radeon and just using the onboard HDMI ports?
can you get into to BIOS?

but I have to say - it's an extreme budget gaming PC, and budget hardware will equate to only playing budget games at budget settings.
 
Hi, turns out im an idiot, one of the ram sticks wasnt seated properly and i didnt check. and the mobo did have a speaker but thanks for the reply though, i got it all working
