Solved New desktop

Hello everyone,
My brother wants to buy a "refurbished" desktop just to edit video, pictures and internet usage mostly. So, we do not know where we must focus according to those needs. Should we go for better processor or graphic card? His budget is from 400 to 600 euro. I found some desktops (links below) but i surely need your opinion. The sites are greek but i think you surely can get the point of specifications (click the word "χαρακτηριστικά"). Any suggestion is more than welcome. Thanks in advance.
