Is it safe to download a recovery disks for windows in this site?
NeoSmart no longer offers the actual Windoiws ISO downloads anymore. I checked and it just goes to their EasyRE isos.

With that said NeoSmart is a legit site if that is your worry.

Which version of Windows are you needing to download? I ask because Microsoft does allow ISO downloads directly from them, depending on the Windows version.

I need Windows 7 Home Premium.
 
First you can create a system repair disk within Windows 7.
1. Open Backup and Restore by clicking the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking Backup and Restore.
2. In the left pane, click Create a system repair disc, and then follow the steps. Administrator permission required
If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

Lots of brands of computers also have programs in the start menu that let you create a restore/recovery disk that takes your computer back to factory specs.

I was able to burn a restore dvd, a disk with programs and another disk with drivers.

Truthfully a repair disk or an image is more useful than a factory restore disk. If the computer is restored to the way it left the factory, then you'd need to re-install all your favorite programs, remove any bloatware the manufacturer puts on and last let years of Windows 7 updates install.
