Need help diagnosing my issue. Have been trying for months now.

Time for me to ask the dumb questions
You play the game offline, Although the game is offline is the computer itself disconnected from the internet?

Are you using a TV for your monitor ? if yes
Can you borrow a monitor to test?

I'll give it a shot playing completely disconnected, and let you know. As for the second question. Yes, it is a TV (LG cx 48"). I have had the pc at repairs where it was tested on a monitor, but since he encountered the same problems I suspect it wouldn't make a difference. But it is something I would like to test, if I find an opportunity.
 
Yes it can also depend on the monitor if it was a g sync monitor or not.
Could make a difference.
It you could borrow a standard montior to test.
I tried turning off gsync just now, and it seemed to have some positive effect, at least for fifa, didn't fix it by any means, but it helped. However, In other games like final fantasy and Snowrunner I still experienced the same stutters.
 
Are you using any riser cables on gpu?
No riser cables. Gsync off seemed to help the stutters which always happened. But there were still the random stutters, and gameplay was also more choppy I felt. This was a bit hard to test though since I can't get MSI afterburner display to appear on FIFA.
 
See what happens when you disable the XMP in BIOS in the RAM.
While in the BIOS look for something called Fast Boot (maybe Fast Start) and turn that off

Set the active power scheme to Balanced
Active power scheme: AMD Ryzen Balanced
While you are in the power setting
Look for Shutdown settings
Tick out for Turn on Fast Startup (recommended)

Might check to see if a clean boot reveals anything.
 
The below has already been mentioned a couple of times but the OP seems to be disregarding the importance of it;

Since Windows was clean installed only the one driver has been installed and that out of sequence some sixteen days after the Windows install, total waste of time trying to fix this if the correct procedure/s are not followed.

Hey, haven't gotten around to test all of this yet, but i tried turning off the XMP and the fast boot. However, I couldn't tell really any difference.

Yes, it's a good point. I might be getting around to doing this in a week or so, when I have some more time.

As I've mentioned previously, I was considering purchasing a similar spec pc to the one I already owned. To explain, this was just in order to determine whether or not the issue was caused by the pc or something else. Anyways, long story short, I've now gone through with the purchase and, I'm pretty sure the pc is not the problem. The issues seem to be the same ones. I can't tell if one of the pc's are worse than the other. The stutters seem to be just as frequent, and are also happening at the same places.

I also made sure this time to follow the step-by-step guide provided earlier in the thread that explains which drivers should be installed in which order. I did this twice, only thing I did differently the second time was that I kept things as bare bones as possible. So no keyboard, mouse and other non-essential programs. I also did a test on the second installation where I used a new HDMI 2.1 cable, new pc power cable and only having the keyboard and mouse connected. In addition I also logged out oneDrive. Only thing I did not do was to unlink my microsoft account from windows 11. I'm open to give the installation another shot without being signed in to microsoft. Just couldn't find an option to skip it.
