My computer is claiming it has low memory when I haven't seen memory above 60% usage in Task Manager

I recently built a new pc. I usually keep around 200 chrome tabs open, so I opted for an increase in memory from my laptop, from 16 GB to 32 GB. But for some reason chrome tabs keep shutting down due to lack of memory, even though memory usage isn't high. In fact, I was able to stably keep more chrome tabs open on my old computer, which has lower specs for everything I can think of. Is there something hidden taking up a lot of my memory?

Looking at the two panes of my task manager, something else is taking up quite a few GB that isn't being shown on the first page. But even if it's so, my memory usage shouldn't be high enough to cause problems, right? I've also noticed stuttering in games occasionally.

OP hasn’t answered my questions concerning whether the new RAM stick is the same spec as the original.
I would check the RAM with Crucial’s scanner to see if they are the same.

so you had an old laptop with 16GB of memory, then got a new PC, a desktop, with 32GB of memory - correct?
and if you do not run Chrome, the memory usage is normal?
and if you run Chrome without 200 tabs (really?... 200?...) it behaves normally as well?

just to prove it may be a Chrome memory management problem, try running those 200 tabs in Firefox, Opera, SlimJet or even (ughh) Edge.
have you tried running Chrome without any extensions? or in Safe Mode (incognito)? or with a different profile?
