Was just a suggestion that will work, both those apps will display and allow you to edit tags, have also seen permission issues cause this. Will leave you in the capable hands of Malnutrition. Yes, I do not believe this has anything to do with MP3 tagging.Have you checked to make sure that Hide extensions for known file types is not checked in Folder Options.

You can search .MP3 or .MP4 from within it and see all of your video audio files listed at once. Another thing, shmedia.dll is not a windows file. When is it that you are getting that error?
I have MP3tag, I open the files in it and they already show the proper tags. What do you suggest?If you want you can put shmedia.dll into Windows. HERE is a link that explains how. One of the tag apps Recommended earlier is a far better choice IMO..Up to you..
I believe I've given reasonable advice on the use of tag apps, and I will not link to anything that Web of Trust does not approve of. Here is what it said about the site. You can always run a dozen or so malware scanners on the downloaded file before you run it, and or send it to virustotal/JottiI'm weary of dling dll files in fear they contain viruses or are the wrong version. I'm not sure how to tell if a site can be trusted.
