Microsoft Store, Xbox Gamebar, and Snip and Sketch Issues.

I don't know if these 3 issues are related, since I am really bad with technology, I'm going to provide as many details as i can.
Xbox Game Bar: when I open a computer game, i used to get a blue popup message saying "this app cant open, check the microsoft store for more info". but now i get a message saying "you'll need a new app to open this ms-gaming overlay". ive tried resetting the app, repairing the app (both resetting and repairing in settings just lead to a never ending loading circle though), and have tried several fixes i saw online, such as uninstalling. however i dont know where to reinstall, or if it will be fixed even if i do so. plus the microsoft store issue below.

Microsoft store: I am unable to open the app. ive tried opening it from everywhere. for example, when searching for it after clicking the windows logo, or the taskbar search, clicking "open" does nothing. ive tried some assorted fixes for this too. ive tried updating, restarting, etc.

Snip and Sketch: I normally use this app often, using windows+shift+s to take a quick screenshot. but recently i can take a single screenshot, then no matter how long i wait, pressing windows shift s again, i am unable to reopen the screen snip. i need to go to the task manager, then end "task screen snipping" to be able to use it again. every time i wanted to use it.

I have honestly tried so many online fixes, i am out of ideas and things to try. I sort of miss being able to record funny game clips with the xbox game bar. anything helps. if you need any more information on something, just tell me how to get to said information. all these issues have been going on for months, so i have restarted my computer and tried to preform so many fixes i cant even really remember what i tried. thanks for the help!

Do not forget to post the make and model of the PSU if this is a desktop.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Attempted the DISM Diagnostics, it said "Windows Resource Protection found corrupt files and successfully repaired them."

Screen snipping seems to be functional now, but ive had no luck with the microsoft store or xbox game bar.

Clean boot didnt change anything, and i was unable to get speccy to read my system. but heres what i can tell:

Dell Inspiron 5579 (unmodified, so if you can find any info on it online, thats probably what i have), windows 10, mostly use it for gaming, havent installed any new apps recently that might have caused the issues, mostly just run steam and discord typically.
 
Gone into the Micrsoft Store to see if there are any updates for those applications?

Gone through Settings
Then Apps
Scroll through the list and select the program.
Select Advance Options
Scroll and try repair and see if that helps at all.

Create a new Admin account and log in under that and see if they work there.
