Low GPU usage on games.

As the title said I'm getting low fps because of low GPU usage on games. I've been having this issue ever since I got my new PC. I experience low GPU usage on most games but not all of them, games such as Elden Ring, Cyberpunk 2077, RDR2, Forza Horizon 5 don't have this issue and run perfectly fine, but on the other hand games that are a little bit older do have this issue (GTA V, GTA IV, Dark Souls III, CS:GO & more) weirdly enough in most areas I get more fps on Elden Ring than Dark Souls III. My GPU usage usually doesn't go above 50% and this really impacts my performance negatively. I've watched many videos and read many articles on how to fix this issues but still no luck.

Pc specs:
AMD Ryzen 5 2600
GTX 1650 Super
16gb dual channel ram

My first concern is that some of the games listed have rather poor optimization, for whatever reason developers don't always prioritize this. I have played GTA myself with an i7 8700k and a 2080 and I still see dips below 60 FPS, this is just how Rockstar's engine works afaik.

Secondly, your components should not be maxing out at 100% utilization at all times, this isn't necessarily indicative of poor performance as much as it can be of other things (such as optimization or interfering settings).

With that in mind, let's get some more information and see what we can do:

Please download and run speccy.

Once you have ran speccy, follow the instructions to upload a snapshot found here.

To publish a Speccy profile to the Web:

  1. In Speccy, click File, and then click Publish Snapshot.
  2. In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
  3. Speccy publishes the profile and displays a second Publish Snapshot dialog box. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
