Low FPS, Can't Find Out Why

Does this user user use any torrent software?

What are the chance that Windows 10 is checking and or downloading updates?

I am having lag issues with mine downloading and preparing for the new Creators update.

Did you ever get what Evan has requested?
Hi coolhandluke. Looking at your temperatures everything looks normal so the system should not be throttling to prevent overheating.

On Windows 10 the Virtual Memory setting that Dougie posted, should be set to System Managed Size so let Windows handle this setting as there is little reason to change it.

Lets make sure there is no corruption in the file system.

Click Start< type Command Prompt in the Start search box, right click on Command Prompt and click on Run as administrator. After the Command Prompt window opens, type chkdsk C: /r and hit enter. Type Y to confirm that you want to schedule a Check Disk to run on the next restart. After the Check Disk has been scheduled, close the Command Prompt window and reboot the computer to allow Check Disk to run.

Then lets see what is starting up with your machine.

Please download Autoruns. After you download the zipped folder on your desktop, right click the zipped folder and click Extract All. After the folder has been extracted open the regular folder. Run the autoruns.exe program by right clicking on it and selecting Run as administrator. When you open the program, click the Logon Tab and then post a screenshot of all the startup entries on the Logon Tab in your next reply.

^ not yet, but the person has been gone the past couple of days. I'm going to ask his mom if she can leave teamviewer running one night and I'll remote in. I didn't try the virtual memory thing yet.

To be honest, I was thinking it was the creators update as well, because my pc is on 1703 while his version of Windows is 1600 something. I tried to update his computer but it kept saying up to date. I plan on tryin to download the update tonight and I'll run the benchmark and check the VM.

You are getting low FPS because your PC is not strong enough to play the games you are trying to play. Simple.
Play games your PC can handle. You want to play these games with high FPS, then build a Computer strong enough.:)
I can't think of any more tips.

I appreciate everything you have suggested so far, but I have built many computers, a lot with crappier specs than his and they run his games a lot better than what he is getting now. I have said this before, his computer was running these games better and then all of a sudden they started tanking in fps, so something is going on... I would be ok with you saying that if he got those frames on all high settings (like 60 fps in H1Z1 on all high settings) but that isn't the case. He is playing every game on all low settings and his fps is nothing like what it used to be.

What would CHKDSK do in this situation. And to answer your quesion before, he doesn't use any torrenting software. I'll try the CHKDSK tonight or tomorrow.
 
In post number 9 of this thread an experienced technician asked you to perform 2 diagnostic procedures which to date have been ignored. Perhaps you should take this advice?

Thank you for the observation sir, been busy with school and work, will ask the person to download autoruns to the computer and run the chkdsk.

He didn't run the check disk yet because he hasn't had time to, but he downloaded the autorun program and took pictures of it.

Ok, the person's name that owns the computer is Mac, so I'll be referencing him from now on. But Mac went to sleep for the night so I will have him do this tomorrow afternoon when he gets back from school. I think he also didn't do the check disk tonight so I will have him do that tomorrow as well.

Ok so he still hasn't run the check disk yet, but he says that the autorun thing didn't change anything with the fps.
 
This may be a bit left field, but sticking to the KISS Principal, have you(or they) tried to simply reseat the graphics card? Also, it may be a good idea to blow out the pci slots.

I was honestly thinking about doing that, and maybe even reseating the processor as well. An old build I have was horrible for two weeks because a hair got into the pci e slot of my graphics card. I don't think he trusts himself enough to touch anything inside his computer so I'll have to head over to his house and do it for im, probably take a week cause I'm busy this week.
