Low CPU AND GPU usage in-game

This is more specifically for a game called Black Desert Online.
I know about bottlenecking and I have spent weeks and hours watching videos and reading other technical forums trying to optimise my game and play around with in game and nvidia settings.
I have an RTX 3080 with Ryzen 5600x and my cpu usage seems to always stay at 30-40% usage and gpu stays at like 60%. Neither of them every exceed 70%+.
I find this really odd and haven't found a solution. On top of that, I get low fps in large scales, around 40-50fps and yet my gpu AND cpu usage are still not over 70-75%.
Am I mistaken or is there a different problem that I am not aware of.
I have a 750W PSU, 16gb of RAM 3200mhz and a 2TB m.2 NVME drive + 4TB SSD.
I am running dual monitors, main one is 1440p GIGABYTE 160hz and second one is AOC 60hz 1080p.
I have done a lot of research but any help or advice would really do me a huge favour.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.


Include the make and model of the Power Supply Unit

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
