Solved just looking for some advice on upgrades.

my pc seems a tad underpowered in some aspects such as keeping consistent frames.
these are my current specs. I'm just trying to figure out what I can do to improve it.

Processor: Intel Core i7-7700. @3.60 Hz

Graphics Card: Geforce RTX 2080 super.

motherboard: MSI B250m BAZOOKA (MS-7A70)

ram: 32Gb DDR4

sorry if this isn't enough info I'm not sure what else to add if you need to know anything else ill add it.

FPS are not my thing but one thing that I do know that causes problems with them is a poor internet connection when gaming online.

Can you post the brand and model name or number of the power supply (PSU).

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:
In Speccy, click File, and then click Publish Snapshot.
In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.
Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Sorry but need to go out for a couple of hrs but will get straight back to you when I return.

I see a major problem with your PSU, the GPU that you have requires the system to be powered by a minimum of a 650W PSU and with such a high end video card the PSU must be a minimum of Gold efficiency rated.

Example of the standard of PSU that you should go for here the 650W version would suffice but the 750W is the same price + having the extra power gives you scope for adding additional storage devices etc in the future, the PSU is also covered by a ten year warranty for peace of mind.

Couple of other things of note in your Speccy info but for now will just mention the following one;

Power Profile
Active power scheme: High performance


Change the Windows Power Plan to Balanced, High Performance is a form of overclocking that is known to cause stability and overheating issues and a weak PSU such as the one that you have will get hotter and weaker the more that you use it.
