Internet lagging and failed downloads

In the past few weeks all of a sudden i am having issues with web pages not fully loading or saying I'm offline. Also downloads will repeatedly stop and fail. For an example i can go to YouTube and start watching a video and it will start to lag and sometimes YouTube will tell my I'm offline when I'm actually not.
Here are some things I have tried
1) I have Verizon Fios gigabit connection and Verizon has tested my equipment and have found no issues.
2) I replaced my ethernet cord.
3) All other pc's in the house don't have this issue.
4) Ran Windows defender and Bitdefender virus scans with no luck.
5) Ran cc cleaner multiple times (Now i will add that after i run cc cleaner I'm good for maybe 10 minutes and then it lags again) Also will add that even if i only visit a few webpages after cc cleaner it will create 15k-20k cache files, not sure if that's normal.

what is your web browser?
what extensions are installed?
have you tried any other browsers?
Have tried Firefox, chrome and edge and all have same issues.
Firefox had 1 extension installed and I Uninstaller it and that didn't help.
Edge and chrome have no extensions installed
 
May have to use an external drive to transfer the file and data for one system to a system that you can post the information from.

Open an Admin Command Prompt and type the following command.

ipconfig /all >"%userprofile%\desktop\ipconfig.txt

This will create a file called ipconfig.txt on your desktop copy and paste the results into next post.

You will need to download to a working system then use an external device to run on the affected system.
Download MiniToolBox and save the file to the Desktop. Right click on the file and select Run as Admin

Close the browser and run the tool, check the following options.

Select all

Click on Go.

The MTB.txt will be in the same directory that you ran the file from copy and paste the contents of the file called MTB.txt or attach the file to your next post.
