I5 9400, 16gb ram but slow pc

Windows fully optimised, startup programs removed, cleared drive space, have cc cleaner, all drivers updated, all my cores are unparked
I have no idea what to do please help.

wverythong is slow, downloading stuff, moving files to different hdd, my internet is 300 down 30 up, with Ethernet connection
 
Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

This does not include any information about the PSU we will need to have the make and model.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

How?

I see that you have and or have had Malwarebytes installed remove and see if that helps there is an known issues with it slowing some systems.

Is anything over clocked?

okay thank you and think I tried to raise ram mhz in bios as was lower than my actual mhz, I have Msi afterburner that I usedyears ago to oc gpu so idk if that’s still on
 
NEVER EVER user software to update drivers ALWAYS get them for the computer and or hardware manufacturer.

Driver update programs often include spyware, toolbars, or other unwanted programs. They may also suggest old or inappropriate drivers.

You should never update a driver just because there is a new one release ONLY if it corrects an issue that you are having.
