16gb 1600mhz (downclocked to 1333mhz because that's the highest the MOBO goes) of mixed brand ram
500gb Toshiba HDD (Quite **** but still does the job)
HIS RX 560 (Main problem area)

Alright so, I did a bit of a messy repasting job. Using a Thermal Grizzly Kryonaut for a second time to reapply it after seeing some frankly horrible temps. It was a little much but I went with it anyways and tightened everything until it was the handle of the screwdriver that was spinning instead of the screws. I flopped everything back in and tested it with furmark. Drivers crashed, timed out and disabled acceleration and stuff. figured I'd use DDU, and this is where the the problems start. I tried to clean everything up, reapplied the thermal paste a little more properly and no display. I did a bit of inspection and cleaned the **** thing up again, no display and an even more "proper" reapplication (man, I really am wasting thermal paste here eh? One that is worth its weight in gold at that...). Did a CMOS reset, a bit hastily at that however, no display. Even deleted the iGPU's graphics, no display. Did everything from reseating the ram, the motherboard 24-pin connectors to cleaning and repasting and even attempting to use it on my younger cousin's PC, no display.
It was overclocked most of the time, and just a few days before this incident I decided to push the core up to 1420mhz, almost max voltage and max VRAM clock, although right before I used DDU, it was on a setting that I would consider "safe", ie 1300mhz, max VRAM clock and an undervolt to 970mv. When I ran a consistently smooth game like warframe on that setting, the temperatures shot up to 89C, causing throttling and compelling me to go do the repaste. Though I should also consider that the case was also really freaking tight, I did have 2 120mm fans exhausting out the front and a single 120mm sucking air from the side. the HDD had to be wedged between the GPU and the case front side panel as well, though that solution did work for the most part. Everything in my PC should be working fine anyways.
A few more things:
iGPU still works on both mine and my younger cousin's PC.
fans don't spin on my PC but it does on the other PC
inspected the PCB, not much in the way of physical damage and nothing really tilted the wrong way, at least in my eyes, just alcohol marks which I scrubbed off.
die has a few scratches from both the frankly quite horrible heatsink, as well as one pretty clear but smooth and lone line by the bottom left and a single pock mark
scrubbed off a bunch of thermal paste on the SMTs, no display.
Plastic bracket around the GPU die seems to come off. I decided to clean it up and fit it a little more thoroughly
the GPU never had thermal pads or paste on any other part other than the core, only it was being connected with the heatsink.
The motherboard is insanely locked down anyways, with just a single PCIE x16, no settings to switch graphics and error codes are more in the beeps than in any sort of visual manner. It was just a single regular beep, meaning that everything worked save for the actual GPU.
PSU also shouldn't be a problem and my RX 560 doesn't really have a 6 pin connector to fail.
GPU does heat up, meaning that it is somewhat sipping a bit of power
There was a little spark of hope when the Radeon software of my cousin's PC hinted at it, stating that it detected a new hardware system or something. (Iirc, that PC was running an A8 9600)
At this point I've exhausted my options. I need help and extra tips or even just a bit of closure. I'm too poor to buy another one for awhile and GPU prices are insane right now so.... yeah. Anything would be appreciated.
