i have low fps with a realy good computer

Intel Core i7 @ 3.20GHz: 60 °C


4095MB NVIDIA GeForce GTX 1070 Ti (MSI): 67 °C

I'd suggest a good cleaning with compressed air. Reseat all components while you are inside.


 
Your machine is running hot, perhaps replacing the thermal paste is in order, at least make sure that all of your fans are spinning and spinning in the right direction.

Heat is your enemy and will cause major slow downs
 
without being harsh, it sounds to me like the issue, and its resolution, may be outside your skill set. :)
it's never too late to put your hand up and seek professional help.
take it to your local IT guy to have a look, yes, it will cost you, but it'll be fixed much faster than this thread has been dragging on for.
