HP Pavilion 15 cb0xx; why does my laptop freeze for 1 sec after right click?

Going to sound like a nag but can I ask that you not quote every reply and avoid adding multiple posts while waiting for us to reply to your last, edit your last post to include anything that you wish to add, this will ensure nothing gets overlooked which can sometimes happen if a thread has more than one page.
Sounds like either a driver or third party software issue, try starting in Safe Mode only (no networking) and test, if ok, restart in Safe Mode with Networking, test then post back with an update for us, Safe Mode steps below;

- Press Windows logo key Windows logo key + I on your keyboard to open Settings. If that doesn't work, select the Start button in the lower-left corner of your screen, then select Settings .
- Select Update & security > Recovery .
- Under Advanced startup, select Restart now.
- After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart.
- After your PC restarts, you'll see a list of options. Select 4 or F4 to start your PC in Safe Mode. Or if you'll need to use the Internet, select 5 or F5 for Safe Mode with Networking.

I did exactly what you asked. It worked, the NVidia and intel graphics settings where out of the context menu on right clicking. But the thing is I get small freeze moments even so. I already tried removing them from the context menu separately from the registry editor and it also worked. It seems that it has something to do with how the intel driver is interfacing with windows10 and the NVidia driver or... something like that.
If I deactivate one of the graphics cards from the device manager also works no matter witch one I deactivate.
I also deactivated win10 driver update so I can install the drivers from HP site for this exact model, and it's the same problem.

Regarding the video drivers, certain Windows updates have been causing folk problems lately and namely with AMD and Nvidea graphics drivers being badly affected, would suggest using DDU which you can download from here to uninstall the present Nvidea drivers and then installing only the bare minimum of graphics drivers rather than all of the other stuff like Geforce Experience which constantly tells you to update perfectly stable drivers.
Disabling either graphics device is not the solution as the Intel HD is only intended to be used when the computer is not under any load and the Nvidea to activate when the computer is put under a load such as gaming, you want to be able to use what you have paid for.
Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.
Not sure how you ended up with the context menu or in the registry as I only suggested trying Safe Mode, the registry is something that only advanced users should concern themselves with as one wrong click can render a computer useless.

I tried modifying the registry in another attempt to fix my problem, it solved the right click freeze but I got random small freezes.
I tried 3 versions of windows 10 PRO, same result every time.

So you don`t have an issue with right clicking any more.
If you have reinstalled 3 times and got the same issue it would normally suggest a hardware problem, after the clean installs did you reinstall the drivers for the motherboard and starting with the chipset drivers first.
Before you continue with your troubleshooting I would suggest that you get Windows fully up to date.
The following junkware should be gotten rid of, stable drivers should never be updated and if they are you can actually end up with issues that there is no present fix for.
