How to execute shell command outside Run dialog?

Hi!

I found two very useful commands to display Windows 10 hidden locations:
shell:startup
shell:AppsFolder
First opens folder with startup programs - where is stored each item o startup
2nd opens folder with shortcuts to Windows New UI apps

I tried to create link - LNK file or how to name it - don't know English name, but at creating it reports error - cannot find file/path...
I tried to use CMD to create BAT file, but again it reports error.
I tried PowerShelll - again - error
I can run these commands from Run dialog only.

How is possible to execute it outside any special feature?
Shell command I know from Visual Basic only.

Can anybody help?

Typical locations
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\StartUp
C:\Users\[username]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

C:\Program Files\WindowsApps\
is a protected folder
 
Yes, this one is not problem, but what with pretected folder.
I can take ownership, but it can make system not stableand can totally crash - It happened to me one time...
