How to create drive partition?

Been having lots of issues with my PC so decided to completely wipe my hard drive to determine whether or not it is hardware or software issues I am having. After completing this I have tried to run the windows 10 setup and am not having any drives pop up after putting in windows key and doing a custom install. Any help on how to create a drive or something of the sort would be great. Thankyou.

Did you get the HDD wiped or can you still access the system?
How old is the system?

Here is another way to wipe the HDD
If there is only the one hard drive in the system?
You can do this with more than one HDD attached you just have to know which one is the OS drive usually Drive 0.

When you start the install media
When you get to the Install screen in the lower right select Repair
Should take you to a screen called Troubleshooting
Select Advanced Options
Select Troubleshoot
Select Command Prompt

Once the Prompt opens type
Diskpart
then type list disk
type select disk 0
type clean
type exit
type exit
