Solved How to avoid having to Power Reset a battery

I cannot power on my Acer E5 unless I do a "Power Reset" first.

If I remove the battery and A/C adapter then hold down the power button for 30 seconds, my laptop will turn on. When I turn it off, I can turn it back on within 15 minutes with no problem. After 15 minutes, I must do a power reset again.

I recently replaced the battery and it charges and holds a charge properly. The power LED's do not light up when the A/C is connected except after I do the power reset. Then they work fine until I turn off the laptop. I have read posts that suggest that this is caused by static electricity build up but I don't know how to prevent it. Can someone tell me how to fix this?

Let me clarify a little. Originally, I did not have this problem. But I had problems with the old battery. It would not charge and I noticed that the A/C LED would stay on after I unplugged the adapter. So I replaced the battery with a new one. After installing a new battery this problem began. The new battery was damaged when I received it so I had to get a 3rd battery (from a different source). But the problem continues. Again the battery functions properly. It's just that the battery nor the A/C adapter will start the laptop unless I do a power reset. After it starts,everything works fine.
 
No progress on this problem yet. I went to a computer repair shop and demonstrated the problem. The technician told me that he has never heard of anything like this.
I am still hoping for some help.
 
I received a suggestion that I turnoff fast boot to solve the problem. I turned it off along with sleep and hibernate and my laptop now powers up normally. Thanks, for all the forum help.
