I am creating a video to be uploaded but want to send out a link now to let interested viewers it is coming and how to find it. How do I do that?

How do I Publish a link to a video I have not created yet

Would this be on your own website, on a file sharing site or somewhere like YouTube?
Afaik it’s not possible unless you own your own site & know what you’re going to name the video, you could add the link to a webpage with a note saying coming soon.

Yes, own the site and know what the video will be named. don't I have to have the link point to something? I usually create the video and then create a link for the video to post to website....
You can create the link & it be active but anyone visiting that page will see a 404 error message.
You could create a page advertising the video, perhaps giving details about what the video is about. Once the video is uploaded then update the page with an active link.
